The decision to drop the atomic bomb on Hiroshima was justified due to the United States intentions to end the was quickly and save american lives. After the first atomic bomb failed to end the war and the extent of its destruction was known, the use of the atomic bomb on Nagasaki was unjustifiable.
The American military gave the japanese a fair warning that if they didnt surrender, the United States would be forced to use a new powerful weapon against them. The astonishing effects of the first bombing, in Hiroshima, caused the instant death of 66,000 lives and injured an additional 69,000 citizens. The United States' prevailing view was that the first bomb would've caused the Japanese to surrender ending the war months sooner saving many lives that wouldve been lost. This was disproved when the Japanese didnt respond for an addtional for 3 days.
After seeing the death, destruction and the failed attempt to end the war, the United States set its sights on Nagasaki. Knowing the full extent of the damage caused and damage that would be caused, there was no sensable justice to be done by droping the second bomb. On August 9, 1945, 3 days after the first bomb was dropped, Nagasaki was hit hard. 39,000 people were killed and another 25,000 were injured. The bomb turned Nagasaki and Hiroshima into a wasteland left with nothing but dispare.
